Sounds like they are going to some sort of pay to permit situation, which is a little different than the way Boston does it (which is talked about in the linked research from Gale Brewer), in that as long as you own the car and it’s registered at your address, permits are free and plentiful.
And then you try to park the day before the St Patrick’s Day parade in Southie and you vow to burn your car where it stands in the middle of the street.
